2018市政公用事业的特许经营与行业管理

　　摘要：随着我国市场经济体制改革的不断深入，尤其是加入WTO后，要求市政公用行业的发展必须符合市场经济体制的要求，遵循市场化规则，公平接受竞争和挑战。市政公用事业长期由政府主管下的国有企业或事业单位直接经营的局面以极不适应现代市场经济的要求，具体表现在城市建设资金短缺、体制僵化、经营机制不灵活、亏损严重。要改变现状就必须坚持政企分开的原则，走市场化经营的道路，引进竞争机制，将市政公用事业管理权与经营权进行有效剥离，由政府部门统一负责实施市政公用事业行政管理。打破行业垄断，逐步向投资多元化、运营市场化、监管法制化的方向发展，政企分开、政事分开的格局。

Abstract:Along with our country market economy system reform unceasingly thorough,after joins WTO in particular,the request municipal administration public profession development must conform to the market economy system requirement,the deference marketability rule,accepts the competition and the challenge fairly.The municipal administration public utilities for a long time by do not adapt the modern market economy request extremely by the government manager?s under state?owned enterprise or the institution direct management aspect,the concrete manifestation in the urban construction fund short,the system ossifies,the management mechanism not not nimbly,the loss serious.Must change the present situation to have to persist the separating government administration from enterprise management principle,walks the marketability management path,the introduction competitive system,carries on the municipal administration public utilities authority and the right of management the effective peeling,unifies by the government department is responsible to implement the municipal administration public utilities administration.The break profession monopoly,to the investment multiplication,the operation marketability,the supervising and managing legalization direction develops gradually,separating government administration from enterprise management,politics separated pattern.

市政公用事业是指城市的市政设施、燃气热力、供水节水、园林和环卫等行业，使城市经济和社会发展的载体，它直接关系到社会公共利益，关系到人民群众的生活质量，关系到城市经济和社会的可持续发展，具有公用性、公益性、垄断性、投资大等特性。近年来，随着我国市场经济体制改革的不断深入，尤其是加入WTO后，要求市政公用行业的发展必须符合市场经济体制的要求，遵循市场化规则，公平接受竞争和挑战。市政公用事业长期由政府主管下的国有企业或事业单位直接经营的局面以极不适应现代市场经济的要求，具体表现在城市建设资金短缺、体制僵化、经营机制不灵活、亏损严重。要改变现状就必须坚持政企分开的原则，走市场化经营的道路，引进竞争机制，将市政公用事业管理权与经营权进行有效剥离，由政府部门统一负责实施市政公用事业行政管理。
1.市政公用行业的市场化改革
1.1市场化的目标。实现市政公用行业的市场化,就是在政府的规划和管制下,由政府所属机构直接生产供给，向市场上各种所有制主体生产和供给的转变过程。积极稳妥地加快市政公用事业向市场化进程，引进竞争机制，建立政府特许经营制度，促进市政公用事业发展，为全面建设小康社会和城镇化发展提供必要条件，是城市市政公用事业改革的目标。
